There was a declaration of war, before the attack on Pearl Harbour. The US government knew about that attack well in advance. Instead of sending the message to prepare for imminent attack through military channels, they chose to send it via the much slower civilian channels, the ultimate messenger, drove his bike over to the base shortly after the attack had concluded.

haha, your sense of history amuses me. why is there any sense in comparing the two. they both had very different circumstances, the only similarities could be that we were attacked without a declaration of way. plus there is no price on a human life or count for them. it does not matter the numbers but the attack against us as a nation.
